utar bicycle chaining zone "policy"?

Today i am just park my bicycle outside a bit bicycle parking zone, need to paid RM5 just to get back my bicycle! actually, chaining bicycle for what, UTAR not support environmental transport? the bicycle parking zone provided is SMALL, NOT enough to handle with huge number of bicycle ok! RM 5 is too much la...!then next time i think student need apply sticker for bicycle lot for the limited parking lot liao!
